An international expert tasked by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) will be in Seychelles on a one-week mission to work on a policy-making project under the UNESCO-ASCHBERG programme.
The call for projects under the programme was launched by UNESCO and was opened to all governments and public institutions of UNESCO member states, as well as civil society organisations.
Through the programme, UNESCO strives to protect and promote artistic freedom, as well as the status of artists and cultural professionals.
Avril Joffe will be in the country as from June 11-18 on a first mission to provide technical assistance to Seychelles in regards to the ‘Status of the Artist’- a legal document that will help in developing the capacities of artists, artisans and cultural actors, and improve their social and economic conditions.
Artists practising various forms of art, artisans and key partners in arts and culture in
Seychelles will have the chance to give their input through a series of consultative meetings and dialogues which will be held on Mahé, Praslin and La Digue.
They will be able to provide their input on the protection of artists, artisans and cultural professionals and their works (copyright – related rights – digital rights). From then the recommendations will be made available to the legislator.
Indeed, at the moment, Seychelles creative (cultural) industry is facing challenges regarding copyright, fair income, access to social protection, access to finance and the impact of digitalisation. The texts relating to the conditions of artists are poorly respected or non-existent compared to the current global context.
The project is also designed to strengthen the capacity of the Seychelles Authors and Composers Society so that it can benefit from this technical assistance and enhance its capability.
Completion of the project is expected to be in 2024. The international expert will be working alongside a team of young legal practitioners selected to provide their expertise throughout.

Les Seychelles accueilleront au courant du mois de juin 2023 le programme UNESCO dénommé ASCHBERG, un projet qui ouvrira la voie à la législation des conditions des artistes seychellois.
En effet, pour le moment, l’industrie culturelle créative seychelloise est confrontée aux défis concernant les droits d’auteur, le revenu équitable, l’accès à la protection sociale, l’accès au financement et l’impact de la numérisation. Les textes relatifs aux conditions des artistes sont mal respectés, en déphasage ou inexistant par rapport au contexte mondial actuel.
Le projet ASCHBERG a pour objectif principal de fournir une assistance technique aux Seychelles afin que nous puissions formuler ‘le Statuts des artistes’, un document légal qui aidera au développement des capacités des artistes, des artisans et des acteurs de la Culture et à améliorer leurs conditions sociales et économiques.
Le projet est composé de sessions consultatives et de dialogues avec les principaux concernés : les artisans, les artistes, les partenaires et les acteurs clés des arts et de la culture pour la protection des artistes, artisans et professionnels de la culture et leurs œuvres (droits d’auteur – droits voisins – droits numériques). Puis par la suite de mettre le document à la disposition du législateur.
Il a été pensé également dans le projet le renforcement des capacités de la Société nationale des droits d’auteurs, des interprètes et des compositeurs (SACS) pour qu’elle puisse profiter de cette assistance technique et rehausser ses compétences.
Le projet est prévu aboutir en 2024. A côté de l’Expert international de l’UNESCO, une équipe de jeunes pratiquants seychellois dans le secteur légal a été sélectionnée pour déployer leurs expertises dans le projet.
