Functions of Creative Seychelles Section

The functions of the Creative Seychelles Section are to:

  1. identify and support the skills and opportunities that capacitate the thriving of the creative industries in close collaboration with the relevant departments and other agencies within the creative industry sector;
  2. prepare and implement programmes giving incentives, provide opportunities for the export of creative products and services in collaboration with relevant partners;
  3. develop economically viable artistic programmes, cultural festivals and other activities in partnership with other organisations having an interest in the creative industries;
  4. promote and develop opportunities for artistic and cultural expression;
  5. lay down and monitor the standards in the creative industries, in close collaboration with the relevant departments and other agencies within the creative industry sector;
  6. encourage enterprises for the manufacturing and sale of artistic creations and related materials in close collaboration with the relevant departments and other agencies within the creative industry sector;
  7. facilitate access to services related to the protection of intellectual property;
  8. prepare and submit to the government, a plan for setting up an arts village in order to develop a market for creative industries and operate it in accordance with the terms and conditions specified by the National Institute;
  9. develop programmes in close collaboration with relevant  departments and  other agencies of the government, to provide exposure to persons engaged in creative industries; and\
  10. facilitate the access to grants to such persons engaged in a creative industry with a view to promote creativity in collaboration with relevant partners.

Summary of the Structure of Creative Seychelles.

The proposed strategic framework description is in line with the new organisational structure for the Creative Seychelles.

Conservation, community engagement and access to cultural information Division

The purpose of the programme is to collect, conserve and exhibit and give access to both tangible and intangible material culture of Seychelles

The Division shall consist of the Seychelles National Library, National Museums and the National Archives.

Functions of the National Library

The Seychelles National Library shall —

(a) be a national centre for reference, study and information services;

(b) provide both public and national library services;

(c) consist of a comprehensive collection of books, manuscripts, periodicals, films and other recorded matters,

printed or otherwise, covering all fields of knowledge and an exhaustive collection of the national literary output

Functions of the Seychelles National Museums

The functions of the Seychelles National Museums are to —

(a) develop representative collections of historical, archaeological, natural and the cultural heritage of Seychelles;

(b) acquire material culture and specimens related to Seychelles Heritage and Culture by legal and fair appropriation;

(c) conserve material culture and specimens, as well as related documentation and information;

(d) conduct research in accordance with institutional, legal, ethical and academic practices;

(e) organise displays, exhibitions and other related activities in order to promote and inform the public on the historical, cultural and natural heritage of Seychelles;

(f) conduct promotional, educational and informational programmes for the general public, the community and

educational institutions;

(g) provide professional training for all museum personnel in order to equip them with the relevant knowledge, skills and qualifications;

(h) develop and implement sponsorship and marketing strategies;

(i) erect, operate, maintain and improve buildings to be used for any purpose connected with a national or specialised museum; and

(j) operate restaurants, lounges, parking facilities, shops and other amenities.

Functions of the Seychelles National Archives

Seychelles National Archives is the official guardian of historical and government documents. We collect, store and conserve our history. Our holdings include the originals of the treaty of capitulation, government files, maps, paintings, photos, film, audio, stamps and money etc…

The Seychelles National Archives also record history and documents during Seychelles colonization leading up to the independence.

Many different people and organizations, including family historians, academics, legal researchers, professional historians and genealogists use the materials held at our institution.

The Seychelles National Archives is composed of the Record section and Restoration section.

The Record section includes:

The Records Management unit

The Records Management unit is responsible for the proper classification, storage and overall management of semi-current or semi-active records . These records are required only infrequently in the conduct of current business to the registry concerned. When records are to be transferred to the Archives, the Ministry concerned will liaise with either the Liaison Officer or the Records Management unit to get advice on the necessary steps to be taken for disposal of records.

The Acquisition and Records Processing Unit

The Acquisition and Processing unit has the responsibility of acquiring publications produced and published in the republic of Seychelles as per National Archives legislation and preparing finding aids to access information.

Kind of documents acquired: Bank notes, stamps, departmental and ministerial reports, political, sports, cultural, religious magazines, all local newspapers like Nation, Isola Bella, Rising Sun etc…

The Outreach Programme Unit

The Outreach Programme unit is responsible for:

  • giving lecture on the history of Seychelles in schools
  • organizing exhibitions at the National Archives and at district levels
  • promoting the National Archives to the community

The Research and Reference Unit

This Unit is responsible for the appropriate dissemination of archival information to the general public by making accessible documents in digital and textual formats for immediate consultation or for approved replication upon request.

The Electronic Archives Unit

The Electronic Archives unit is responsible for the management and efficient functioning of the Seychelles National Archives database, network and website.

The Digital Conservation Unit

The Digital Conservation unit is responsible for:

  • transferring manual information to digital format
  • scanning of photographs and documents for sale to users
  • general conservation and retrieval of digital information

The Audio-visual Unit

This Unit is responsible for acquiring, storing and preserving audio-visual archives.

The Binding and De-acidification Unit

The Binding and Conservation unit has the responsibility to prolong the useable life of archival materials in the two following ways:

  • Preventive preservation: Reduce risks of damage and slow down the rate of deterioration. It is imperative to select good quality materials, provide suitable storage environments and follow safe handling procedures
  • Prescriptive preservation: Identify and treat damaged materials to restore useful access to research information
